Aim and Scope
1. Goal of the journal: To support the development of economic science by disseminating best Russian and international practices, presenting new theoretical and practical materials in the fields of regional and sectoral economics, management, public administration, economic theory, finance, and world economy, as well as creating an open information platform for discussing scientific research results and understanding modern economic processes and trends.
2. Objectives of the journal:
- Summarizing scientific and practical achievements in regional and sectoral economics, management, public administration, economic theory, finance, and world economy;
- Attracting the attention of scientists and specialists from various scientific schools to the most relevant and promising research areas within the journal's scope, providing necessary discussion and constructiveness;
- Promoting scientific cooperation and exchange of opinions among researchers from different regions and countries;
- Publishing scientific articles reflecting the results of original open research, theoretical and experimental studies in Russian and English;
- Ensuring conditions for the publication of original scientific articles by a wide range of Russian and international researchers, practitioners, regional representatives, master's students, applicants, postgraduate students, and doctoral candidates.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
Every manuscript submitted to the journal "Vestnik of Samara State University of Economics" that passes an initial assessment for compliance with formal requirements is sent for peer review. These requirements include: relevance to the journal's thematic scope, adherence to manuscript formatting rules, originality, clarity and logical coherence of the material, and the presence of complete author information.
If the manuscript does not meet these formal requirements, it is not accepted for further consideration. The Editorial Board notifies the author of this decision, indicating the reason for rejection, within 15 days of the manuscript's receipt by the Editorial Office.
The author bears full responsibility for the scholarly content of the article, including references, quotations, source descriptions, and for observing third-party copyrights.
Manuscripts that successfully pass the initial check proceed to the next stage of consideration – double-blind peer review (where the reviewer and the author are unaware of each other's identities, and receive comments via the journal's Executive Secretary).
Peer review of manuscripts is carried out by:
- Members of the Editorial Board;
- Invited reviewers, by decision of the Editor-in-Chief, who hold the academic degree of Candidate or Doctor of Sciences and have publications within the last 3 years in authoritative Russian and international journals on the topic of the manuscript under review.
The selection of a specific reviewer for the manuscript examination is made by the Executive Secretary of the journal.
The review period is from 2 to 4 weeks from the moment the reviewer receives the manuscript. In exceptional cases, this period may be extended at the reviewer's request. Any reviewer has the right to decline to review in case of a clear conflict of interest that affects the perception and interpretation of the manuscript materials.
Based on the results of the review, the Reviewer may recommend the manuscript:
- For publication;
- For revision according to the comments provided in the review;
- For significant revision and re-review;
- Not recommend the manuscript for publication.
Copies of the reviews are sent to the authors.
If the Reviewer recommends the manuscript for publication after revision considering the comments, or does not recommend the manuscript for publication, the review must state the reasons for this decision.
If the review contains recommendations for correction and revision of the manuscript, the journal's editorial office sends the author the text of the review with a proposal to consider them when preparing a new version of the manuscript or to refute them (partially or fully) with reasoned arguments. The revision of the manuscript should not take more than 3 months from the date of sending the electronic notification to the authors about the need for changes. The revised manuscript is sent for re-review.
If fabrication or falsification of research results is identified in the text, the article is rejected without the right for further revision.
In case the authors refuse to revise the materials, they must notify the editorial office of their refusal to publish the manuscript via email. If the authors do not return the revised version within 3 months from the date the review was sent, even in the absence of notification from the authors about their refusal to revise, the editorial office withdraws the manuscript from consideration. In such cases, the authors are sent a corresponding notice about the withdrawal of the manuscript due to the expiration of the allotted revision period.
If irresolvable contradictions arise between the author and the reviewers regarding the manuscript, the Editorial Board has the right to send the manuscript for additional review. The review timeline starts from the date the new reviewer receives the manuscript.
A manuscript not recommended for publication by the decision of the Editorial Board is not accepted for reconsideration. A notification of rejection is sent to the author via email.
If irresolvable contradictions arise between the author and the reviewers regarding the manuscript, the Editorial Board has the right to send the manuscript for additional review. In conflict situations, the final decision is made by the Editor-in-Chief at a meeting of the Editorial Board.
The decision to reject a manuscript is made at a meeting of the Editorial Board in accordance with the reviewers' recommendations. An article not recommended for publication by the decision of the Editorial Board is not accepted for reconsideration. A notification of rejection is sent to the author via email.
After the journal's Editorial Board makes a decision to accept the article for publication, the editorial office informs the author and indicates the publication schedule.
A positive review is not a sufficient basis for the publication of the manuscript.
Articles permitted for publication are those that have an expert conclusion confirming the possibility of open publication. The examination regarding the possibility of open publication is carried out centrally by the Publisher.
The final decision on publication is made by the Editor-in-Chief based on a positive review and the presence of the expert conclusion.
Reviews are stored in the Editorial Office for 5 years.
Publishing Ethics
The legal foundation for ensuring publication ethics is based on international standards: provisions adopted at the 2nd World Conference on Research Integrity (Singapore, July 22-24, 2010); principles developed by the Committee on Publication Ethics (COPE, https://publicationethics.org/); and the norms of the "Copyright" section of the Civil Code of the Russian Federation.
Ethics of scientific publications is a system of professional conduct norms in the relationships among authors, reviewers, editors, publishers, and readers during the creation, dissemination, and use of scientific publications.
Authors' Ethics in Scientific Publications.
The author (or group of authors), when submitting materials to the journal, acknowledges that they bear personal responsibility for the novelty and reliability of the scientific research results, which implies adherence to the following principles:
Authors of the article must provide reliable results of the conducted research. Knowingly erroneous or falsified statements are unacceptable.
Authors must guarantee that the research results presented in the submitted manuscript are entirely original. Borrowed fragments or statements must be formatted with mandatory attribution to the author and original source. Excessive borrowing, as well as plagiarism in any form, including unformatted quotations, paraphrasing, or misappropriation of rights to others' research results, is unethical and unacceptable.
It is necessary to acknowledge the contribution of all persons who influenced the course of the research in any way; in particular, the article must include references to works that were significant in conducting the research.
Authors should not submit to the journal a manuscript that has been sent to another journal and is under consideration, nor an article already published in another journal.
If the submitted article has been partially published in another periodical or book which holds the copyright for that publication, the authors are responsible for obtaining the appropriate permission for the new publication in a timely manner.
All persons who made a significant contribution to the research should be listed as co-authors. It is unacceptable to list persons who did not participate in the research as co-authors.
If an author discovers significant errors or inaccuracies in the article at the stage of its review or after its publication, they must notify the journal's editorial office as soon as possible.
Authors should treat the work of the editorial board and reviewers with respect and either address the noted shortcomings or provide reasoned explanations for them.
Ethics of Peer Review in Scientific Publications. Reviewers' Ethics.
The reviewer conducts the scientific examination of author's materials, consequently, their actions must be unbiased, consisting of adhering to the following principles:
A manuscript received for review must be treated as a confidential document that cannot be passed for review or discussion to third parties unauthorized by the editorial board.
The reviewer is obliged to provide an objective and reasoned assessment of the presented research results. Personal criticism of the author is unacceptable.
A reviewer who feels they lack sufficient qualifications to assess the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or organization, must inform the Editor-in-Chief and request to be excluded from the review process for that manuscript.
Unpublished data obtained from submitted manuscripts must not be used by the reviewer for personal purposes.
The review should analyze the submitted article's compliance with the journal's requirements regarding thematic scope and volume, and also assess the scientific and technical novelty, literacy and clarity of presentation, persuasiveness of experimental data, and representativeness of the bibliography.
The result of the reviewer's examination of the article is a conclusion regarding its possibility of publication – in the presented form, with revisions, after fundamental revision (with re-consideration), or its rejection. This conclusion is approved by the editorial office and/or the journal's editorial board.
All reviewers must identify cases of plagiarism and other unethical actions. Furthermore, reviewers are responsible for providing constructive feedback to the article authors and the editorial office.
Editing Ethics of Scientific Publications. Editorial Board Ethics.
In its activities, the journal's editorial board is responsible for the public disclosure of authors' works, which necessitates adherence to the following fundamental principles:
When making a decision about publication, the editorial board is guided by the reliability of the presented data and the scientific significance of the work under consideration.
Information or ideas obtained during the editing process and related to potential advantages must be kept confidential and not used for personal gain.
The editorial board makes decisions on the publication of materials based on the following main criteria:
- compliance of the manuscript with the journal's thematic scope;
- relevance, novelty, and scientific significance of the submitted article;
- reliability of the results and conclusiveness of the findings. The quality of the research and its relevance form the basis for the decision to publish;
- not to allow information to be published if there is sufficient reason to believe it is plagiarized.
The editorial board must consider the reviewers' recommendations when making the final decision on the publication of an article. Responsibility for the decision to publish lies with the journal's editorial board.
Conflict of Interests.
All participants in the publishing process should avoid the emergence of conflicts of interest in any form and at any stage of manuscript preparation for publication. In case a conflict of interest arises, the parties must take all necessary measures to restore the violated rights of the interested parties.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Vestnik of Samara State University of Economics" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
The editorial board of the “Vestnik of Samara State University of Economics" allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.
Preprints
The editorial board of the “Vestnik of Samara State University of Economics" encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.'
A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the “Vestnik of Samara State University of Economics".
The author must notify the editorial board of the “Vestnik of Samara State University of Economics" about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.
It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.
Do not delete the preprint text.
Manuscripts Accepted for Publication
The editorial board of the “Vestnik of Samara State University of Economics" allows manuscripts that have been reviewed and are accepted for publication to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.
Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the “Vestnik of Samara State University of Economics".
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Final Versions of Manuscripts
The editorial board of the “Vestnik of Samara State University of Economics" allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
